Since I started hiking in Taiwan, I noticed this problem. The application process for entering Taiwanese mountain areas is a totally different logic from that in Japan, Europe, the USA, an so on. Many foreign hikers, especially those who do not know Mandarin Chinese, face the applying problems. That's why, here I make efforts to provide some basic knowledge of entering Taiwanese mountain areas, in English.
General Ideas in Hiking Taiwan
To reserve both natural endemic species and cultural heritage, Taiwanese government has planned several areas that are protected by limiting the total number of visitors. Those places with aboriginal tribes are mostly protected. That is, before visiting, a Mountain Permit is required. Other than mountain entry permit, if you are going to any hiking trails that are covered in a national park, you will need to apply for an extra Park Entry Permit. Be aware of that.

How to Fill out Application Form?
Mountain Permit - Method 1
Step I : Download Application Form ↓
APPLICATION FORM FOR ENTERING RESTRICTED MOUNTAIN AREAS
The necessary documents and procedures for applying access permit are as follows:
(1) Fill the application form of Mountain Entry Permit and print it
(2) Print the Park Entry Permits of Shei-Pa which we issue by e-mail
(3) When you arrive at Taiwan, bring the above-mentioned two documents, copies of passports or residence permits and NT$ 10 per person for application fee to apply the Mountain Entry Permit, and it can be finished immediately. Assigned Police Stations are as followed:
1. National Police Agency ( No.7, Sec, 1, Jhongsiao E. Rd., Jhongiheng District, Taipei City)
2. Taichung County Police Bureau (No.225, Jungshan Rd., Fengyuan District, Taichung City)
3. Wuling National Police Corps (No.4, Wuling Road, Pingdeng Village, Hoping District, Taichung City)

Step II: Send out application and wait for confirmation [E-Mail]

Step III: Check your [E-Mail] after application approval,
and Print out at least two copies of your entry permit.

*Notice - If the given hiking plan doesn't make sense or is running the risk of life, you will be asked to adjust or sign a guarantee letter. Otherwise, the application request could be rejected.

*Jiaming Lake hiking trail covers another two mountains - Xiangyang (向陽山) & Sancha mountains (三叉山). That is, if you are going to Jiaming Lake, don't forget to select the other two sections from the given list. For more high mountains, please check the marked link.
Notice that not every spot that require permit is listed. Most waterfall, wild hot spring, and village of aboriginal tribes need a specific mountain entry permit in Taiwan. Go to https://nv2.npa.gov.tw/NM103-604Client/ , enter your passport number and you will be able to check if the visiting place is listed.
